I. Background 
Following the guidance of Accreditation Committee of Cambodia (ACC), Western University is entitled to offer the Foundation Year Course (FYC) Program as part of the Bachelor Degree Course. Therefore, in order to attain a Bachelor Degree, first year students have to complete FYC which offered for one Academic Year. After having successfully completed FYC, students will be provided a Foundation Year Course Certificate (FYCC) which certifies that they have successfully passed the examinations for all subjects in the FYC curriculum. With this FYCC, students can enroll to further their study in Bachelor Degree Program with Western University . FYCC requires a minimum of 30 credits or at least 10 subjects (2 specialized courses and 8 courses required by ACC).
In implementing the FYC following ACC approved curriculum, Western University was conferred the authority to issue FYCC in academic year 2005-2006. WU is committed partly with ACC to assure and improve the quality of higher education in Cambodia to meet international standards. ACC is an institution that has responsibility to manage and provide accreditation to all Higher Educational Institutions which offer Bachelor Degrees and/or higher degrees, and to assure and improve the quality of higher education in Cambodia to meeting international standards.
II. FYC Vision
To become the university that provides the best educational service for foundation year and will be publicly and widely accredited in Cambodia and abroad.  
III. FYC Objectives and Mission
The objective of Western University is to provide high knowledge to the students from different sources and to educate them to be confident and capable persons in increasing their own living standard. Our mission is providing the best educational services for students based on practical research and prudent pedagogy and give the possibility to university staff in improving their education & management capacity to further expand their future career.  
IV. Goals of Western University
The University goal is to provide a broad education in the context that supports the identification, talent and innovative activities related to real work places and in business development activities. Also we tend to encourage students to be an excellent entrepreneur in the future. Students will be able to have a good writing and oral communication skills in English, and they can also become specialized in their skills.
Western University expected to reach the goals as follow:
  • Provide qualified knowledge and training.
  • Provide an effective curriculum.
  • Provide a good research that related to education.
  • Enhance the norm and educational quality to be accepted with national and international quality.
  • WesternUniversity gives the students good study environment, resources and study materials.
  • Provides Business Skills for students and allows them to have a practicum.
  • Finding jobs for students and graduated students.

In the new academic year 2006-2007, there has been slight change in program especially for department of economics, business, English and computer science. This program is approved by Accreditation Committee of Cambodia.
Note: Beside the 10 courses offered in Foundation Year Program, Western University also offers Financial Accounting I & II in this year I (foundation year) which brings total subjects to 12 for the whole foundation year.
